The Town of Paradise completes a number of construction and road work projects throughout the year. Please see below for new and ongoing projects, and be sure to check back often for updates.

During construction work, the public is reminded to proceed with caution and to expect traffic delays. The Town of Paradise apologizes for an inconvenience that construction work may cause.

 The Town works to update the public on construction plans and the status of various projects as applicable.

Construction Project Update

Construction Project Update: June 7, 2019

Ongoing construction projects in the Town of Paradise for the period of June 8-14 include:

  • Karwood Roundabout: Due to the impending forecast, paving scheduled for Saturday, June 8 is postponed. An update will be provided when the work is rescheduled. 
  • Topsail Road Roundabout: Work on the traffic lights at the intersection of Topsail Road-McNamara Drive-Clearview Heights is scheduled for Monday, June 10. The traffic lights will be deactivated at 9 a.m. and return to service by 4 p.m. Traffic control will be in place throughout the work. For the remainder of the week, working will continue along the shoulders of the road at the McNamara Drive and Topsail Road intersection. For this portion of work, no traffic interruptions are expected. 
  • McNamara Drive: Road work and sewer upgrades continue on McNamara Drive and drivers may experience traffic slowdowns. This portion of work is expected to conclude in the next couple of weeks. 
  • Clearview Heights: Road upgrades have started and a detour is in place for the duration of this construction project. 
  • Paradise Road: Work is ongoing for Phase III upgrades to the section of road between Stormont Street and Archibald Drive. The ditches have been filled to create as much room as possible for traffic through the construction zones. Traffic delays are expected as the nature of this work makes it impossible to maintain a lane of traffic in each direction all the times. 
  • Peter Barry Duff Memorial Park:  Light Installation work continues with expected completion at the end of June. 
  • Paradise Park: Work is ongoing for the installation of the new gate and it is expected to be completed by the end of June. 
Line painting, regular street upgrades / paving and water and sewer work on O’Brien’s Way are ongoing throughout the construction season. 
Construction Project Update: May 28, 2019

Ongoing construction projects in the Town of Paradise include:

  • McNamara Drive Detour: Effective Thursday, May 30, the detour through Valley Ridge subdivision will no longer be required and traffic can use McNamara Drive. Road work and sewer upgrades continue on McNamara Drive and drivers may experience traffic slowdowns.
  • Karwood Roundabout: This project is expected to conclude in the next two to three weeks, weather dependent. Westbound traffic moving from Kenmount Road into the roundabout will be limited to one lane at times during the remainder of this work as new concrete is poured. There will be a flag person at the Paradise Elementary in the morning to assist with traffic flow.
  • Paradise Road: Work began the week of May 27 for Phase III upgrades to the section of road between Stormont Street and Archibald Drive.
  • Topsail Road Roundabout: Beginning the week of June 3, work is expected to begin along the shoulders of the road at the McNamara Drive and Topsail Road intersection. For this portion of work, no traffic interruptions are expected. Additional updates on traffic impacts for this project will be provided as the work plan progresses.
  • Line Painting: The 2019 annual line painting and maintenance program is underway and will continue over the coming months and includes traffic lines, edge lines, crosswalks, stop bars, margins and arrows throughout the Town.
  • Peter Barry Duff Memorial Park Light Installation: The weather has impacted the work schedule for this project, and it is now expected to be completed the end of June.
  • Storm Sewer Cleanout on Topsail Road: This work is expected to be completed by May 31

The Town continues to work with our contractors to minimize traffic impacts as much as possible, but unfortunately traffic interruptions are unavoidable, and we ask residents for their continued patience as we work to enhance our road and transportation system. The Town will continue provide updates on construction projects throughout the work season. Road and Construction Projects

Final Paving Operations for Karwood Roundabout (June 19, 2019)

Final paving operations for the Karwood Roundabout are scheduled for Thursday, June 20. The work will begin at 9:00 a.m. and is scheduled to be completed by 4:00 p.m. This work is to place the second (final) layer of asphalt. Pavement markings for the roundabout are also scheduled to be completed as part of this work.  

To facilitate the paving operations, all traffic will be directed by flagpersons. All drivers are asked to use caution in the area and to follow signage and traffic control procedures.  

The Town apologizes for any inconvenience caused by this work. 

POSTPONED: Final Paving Operations for Karwood Roundabout (June 7, 2019)

UPDATE: Due the forecast, the paving operations are now postponed for Saturday, June 8. The Town will issue an update when the paving work is rescheduled.

Paving Operations for Karwood Roundabout (June 3, 2019)
Update June 5, 11:30 a.m.: Due to weather conditions on Tues. Jun 4, paving could not be completed at the Karwood Roundabout. Paving operations will continue today (June 5) and in order to complete the required work, it is expected to continue throughout the afternoon. To facilitate the work, all traffic will be directed by flagpersons and traffic delays are anticipated. All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for the inconvenience.

 

Paving operations will begin in the Karwood Roundabout on Tuesday, June 4. The work will begin at 9 a.m. and continue until 4 p.m. 

To facilitate the paving operations, all traffic will be directed by flagpersons. All drivers are asked to use caution in the area and to follow signage and traffic control procedures.  

Paving operations will begin after the peak morning traffic and will end for peak evening traffic. Traffic delays are anticipated for the duration of the paving operations. Traffic control will be in place at the entrance to Paradise Elementary School for morning drop-off and afternoon pick-up times.

This portion of work is to install the first layer of asphalt. A second layer will be placed at a later date, dependent on weather conditions. The Town will provide an update when the next phase of paving is scheduled.

Blasting Operations Scheduled for O’Brien’s Way for Water and Sewer Work

Blasting work is scheduled to take place on O’Brien’s Way over the next several weeks. The planned blasting operations are scheduled to begin work on Monday, June 3 and occur intermittently throughout the next two to three weeks.

As part of the water and sewer work underway on O’Brien’s Way, blasting operations are required to remove hard bedrock. The contractor has completed the required pre-blast survey and notified residents in the immediate 250m radius zone.

Paradise Road Phase III Work to Begin (May 24, 2019)

Paradise Road Phase III road project will begin on Monday, May 27, 2019. 

The work involves the section of road between Stormont Street to Archibald Drive. The project involves widening the road and installing curb, gutters, sidewalks and storm sewers. Construction work will occur from 7 a.m. to 6 p.m. Monday to Friday and will run for approximately four months. 

While crews will work to minimize traffic impacts as much as possible, especially during the peak morning and evening traffic times, traffic interruptions and delays will occur. The public is reminded to use caution and reduce speeds in all construction areas.

The Town will also work with the contractor to ensure traffic control measures are in effect near Paradise Elementary School and that efforts are made to assist with traffic flow during peak morning times.

The 2019 annual line painting and maintenance program is underway and will continue over the coming months and includes traffic lines, edge lines, crosswalks, stop bars, margins and arrows throughout the Town.

  

Topsail Road / McNamara Drive Roundabout

Work at Intersection of Topsail Road and McNamara Drive (June 18, 2019)

Begnning Wednesday, June 19, road work will take place at the intersection of Topsail Road – McNamara Drive – Clearview Heights to complete installation of underground infrastructure. The work is scheduled to be completed by Saturday, June 22. 

To accommodate the work, the traffic lights will be deactivated daily from 7:00 a.m. to 6:00 p.m. and traffic control will be in place with flagpersons directing all traffic through the intersection. The lights will be re-activated for the evening when construction finishes each day. This work will also require lane reductions. In the morning, traffic flow will be maintained eastbound with minimal interruptions until 9:00 a.m. and in the evening, traffic flow westbound will be maintained with minimal interruptions beginning at 4:00 p.m. 

During this work, efforts will be made to minimize impact on traffic flow; however residents can expect traffic delays in the area. All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for any inconvenience caused by this work. 

Traffic Light Work at Topsail Road-McNamara Drive-Clearview Heights Intersection (June 11, 2019)

Work will be conducted on the traffic lights at the Topsail Road-McNamara Drive-Clearview Heights intersection on Wednesday, June 12 and Thursday, June 13.

The work will be completed between 9 a.m. and 4 p.m. each day, and the traffic lights will be deactivated intermittently during that time. Traffic control will be in place and flagpersons will direct all traffic through the intersection when the lights are deactivated. During the work, lane closures will be in place. 

All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for any inconvenience caused by this work.

Traffic Light Work at Topsail Road-McNamara Drive-Clearview Heights Intersection (June 7, 2019)

Work will be conducted on the traffic lights at the Topsail Road-McNamara Drive-Clearview Heights intersection on Monday, June 10. The work will require the traffic lights to be deactivated starting at 9 a.m. Work will conclude by 4 p.m. and the regular traffic light sequencing will return into effect. 

Traffic control will be in place and flagpersons will direct all traffic through the intersection. During the work, lane closures will be in place. All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for any inconvenience caused by this work. 

Detour for Paddy Kay Drive, Tilting Place and Clearview Heights (May 30, 2019)

Beginning the week of June 3, a detour will begin to divert traffic from Paddy Kay Drive, Tilting Place, Castle Heights, and sections of Clearview Heights. The detour is necessary to divert traffic away from the construction area of the Clearview Heights road upgrade work. 

Traffic will be detoured through Harcourt Drive and Gosse’s Road; exit onto Topsail Road will be from Gosse’s Road, see map below for detour route.  A temporary access has been created to connect Clearview Heights with Harcourt Drive for the duration of the detour. Area residents who will need to use the detour route have received a notice from the Town.

Appropriate signage will be placed along the detour route to direct traffic in the area. The detour route will be monitored by Town officials and Municipal Enforcement and we have asked the Royal Newfoundland Constabulary (RNC) to increase patrols in the area. During construction, the residents are reminded to proceed with caution and to reduce speeds in construction zones and detour routes.

Road Detour for McNamara Drive (May 16, 2019)

Updates (May 28, 2019):

For this portion of work, no traffic interruptions are expected. Additional updates on traffic impacts for this project will be provided as the work plan progresses.

 

Effective Tuesday, May 21 a detour will be in place for McNamara Drive to accommodate the installation of underground infrastructure. All traffic will be detoured through Valley Ridge subdivision (see map below for detour route):

  • Southbound traffic will enter the detour through Burnaby Street 
  • Northbound traffic will enter the detour through Tipperary Street
  • Access to the Town Hall and Paradise Double Ice Complex will be available from McNamara Drive, however southbound traffic will have to use the detour, and traffic control will direct to the facilities

The detour is expected to be in place for approximately one week. The Town has several traffic calming measures in place along the detour route, including:

  • placing large traffic pylons along detour route,
  • increasing monitoring of construction site and detour route by Town officials and Municipal Enforcement, and
  • liaising with the Royal Newfoundland Constabulary to  increase patrols in the area.

During construction, the public is reminded to proceed with caution and to reduce speeds in construction zones and detour routes.

At this time no interruptions to the water service are anticipated with this portion of the road work. However, should water service be impacted, information and updates will be posted to the Town website and on social media (Facebook and Twitter).

Road Detour for McNamara Drive

Traffic Advisory for Tipperary St and RPYCC Parking Lot (April 23, 2019)

The Town of Paradise is advising of the following traffic advisories as part of the road and sewer work on McNamara Drive:

  • Tipperary Street - Access to and from Tipperary Street will be right turn only (no left turn is permitted from Tipperary Street to McNamara Drive and no left turn from McNamara Drive to Tipperary Street). 
  • Rotary Paradise Youth and Community Centre (RPYCC) parking lot - Entrance to the RPYCC parking lot from McNamara Drive is closed. The RPYCC parking lot is accessible through the Paradise Double Ice Complex parking lot on 1 Sarah Davis Way.

The above is in effect as of Tuesday, April 23 and is expected to last for several weeks.

The public is reminded to use caution in the area, to reduce speeds and follow all signage and traffic notices. The Town apologizes for any inconvenience caused by these temporary changes.

Construction Resumes on Roundabout at Topsail Road and McNamara Drive

The Town of Paradise advises that work will resume on the Topsail Road / McNamara Drive Roundabout construction project the week of April 22, 2019. This project involves upgrading the sewer system on McNamara Drive, installing a roundabout at the intersection, and upgrades to Clearview Heights. 

The project is planned to minimize traffic impacts as much as possible, especially during the peak morning and evening traffic times. As work progresses at the intersection, lane closures and traffic diversions will be in place and information will be posted to the Town website and social media.  

During the construction, the public is reminded to use caution in the area, to reduce speeds and follow all signage and traffic notices.

Park, Playground and Trail Work

Peter Barry Duff Memorial Park Partial Opening, Field Light Installation Continues (June 14, 2019)

The light installation continues at the Peter Barry Duff Memorial Park large ball field and the project is expected to be completed by mid-July. While the large baseball field remains closed, installation work is now at a point where areas of the park can be partially opened.

Effective 6 p.m. Friday, June 14, the following areas will be open from 6 p.m. to 9 p.m. Monday through Friday, and 9 a.m. to 9 p.m. Saturday through Sunday: Playground, Skate Park, Small Ball Field and Soccer Field. 

There will be limited trail access and no access to trails near the construction site. Park users are asked to follow all posted signage, observe all closures and avoid the construction area at the large baseball field.  

Peter Barry Duff Memorial Park Closed for Field Light Installation 

Update (May 28, 2019): The weather has impacted the work schedule for this project, and it is now expected to be completed the end of June.

 

 

The Town of Paradise is advising that work will begin at Peter Barry Duff Memorial Park the week of April 22, 2019 for the installation of lights at the large baseball field. The work is expected to be completed by the end of May, weather permitting.

As a result of this work, for the safety of all users, the Park will be closed for the duration of this project.  This includes the parking lot, trail access, playground, basketball court, skate park, and baseball and soccer fields.  Residents are asked to observe all closures and please avoid the construction area at the large baseball field. The Town apologizes for any inconvenience caused by this work. 

Paradise Park: Automated Gate Installation

To facilitate the construction of a new entrance and automated gate system to Paradise Park, the main park entrance will be closed to all vehicular traffic for approximately four to six weeks effective October 16. The Park and its amenities will be open, however users will have avail of parking in the Paradise Double Ice Complex parking lot and access the Park via the walkway. 

This project is the latest phase of work as part of the Paradise Park enhancements. It includes installation of an automated gate system at the park entrance and permanent fencing along a portion of the trail system near the Park. The work was scheduled for the Fall to minimize impact on users.
