The Town of Paradise completes a number of construction and road work projects throughout the year. Please see below for new and ongoing projects, and be sure to check back often for updates.

Road and Construction Projects

Sidewalk Work on Topsail Road (September 17, 2019)

Sidewalk work is taking place on a section of Topsail Road. To accommodate the work, the inside curb lane on Topsail Road, from Sunvalley Drive to Paradise Road is closed.

The work is expected to last approximately two weeks. During the work, in the morning, traffic flow will be maintained eastbound with minimal interruptions until 9:00 a.m. and in the evening, traffic flow westbound will be maintained with minimal interruptions beginning at 4:00 p.m.

During all road work, efforts will be made to minimize impact on traffic flow; however residents may expect traffic delays in the areas. The public is reminded to use caution in the area. The Town of Paradise apologizes for any inconvenience this road work may cause.

Renovations at Paradise Double Ice Complex (September 17, 2019)

Interior renovations at the Paradise Double Ice Complex will begin on Wednesday, September 18. The purpose of the work is to relocate the reception area to the front of the building, near the main doors of the Complex. 

There will be no impact to operations or programming at the facility while the work is ongoing. It is expected to be completed by the end of October. Users are asked to follow all posted signage and to please avoid the immediate construction area. The Town apologizes for any inconvenience caused by this work.

No Access to Camrose Drive Via Paradise Road (September 17, 2019)

UPDATE: Acces to Camrose Drive via Paradise Road will now reopen at 6 p.m. on Tuesday, September 24. The Town apologizes for the inconvenience. 

 

Access to Camrose Drive via Paradise Road will be unavailable beginning 7 a.m. Thursday, September 19 until Saturday, September 21. Access to Camrose Drive will be available via Deborah Lynn Heights on St. Thomas Line. The access closure is needed as part of the Paradise Road Upgrades Phase III. Access via Paradise Road is expected to recommence at 6 p.m. on Saturday, September 21.

All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for any inconvenience caused by this work. 

Work at intersection of Karwood Drive and Topsail Road (August 28, 2019)

Road work will be completed in the eastbound lanes of Topsail Road, at the intersection of Karwood Drive, on Thursday, August 29. Work will begin at 9 a.m., after the morning traffic rush and is expected to be completed by end of day Thursday. 

During the work, traffic will be reduced to one lane. At times, the traffic lights at the intersection of Topsail Road and Karwood Drive will be deactivated, traffic control will be in place and flagpersons will direct all traffic through the intersection. 

All drivers are asked to use caution in the area and to follow signage and traffic control procedures.The Town apologizes for any inconvenience caused by this work. 

St. Thomas Line Closure (August 24, 2019)
Effective 7 a.m. Sunday, August 25, a section on St. Thomas Line, from Topsail Road to Carlingford Street, will be closed to all traffic. Traffic will be diverted through Carlingford Street. Traffic calming measures will be in place and traffic control will be in place at the intersection with Topsail Road. As part of traffic control, lane reductions will be in place on Topsail Road. The detour is anticipated to be place for one day and is required as part of the ongoing work on the Sanitary Lift Station on the corner of St. Thomas Line and Topsail Road. The Town of Paradise apologizes for the inconvenience.
Road Repairs for Evergreen Village and Donna Road (August 20, 2019)

Road repairs will begin on Wednesday, August 21 for Evergreen Village and Donna Road. Road work will occur daily on weekdays from 7 a.m. to 7 p.m. and is expected to take three to four weeks to complete. These areas are local roads and minimal traffic disruptions are anticipated. All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for any inconvenience caused by this work.  

Update on Emergency Repairs to Lift Station on St. Thomas Line / Topsail Road (August 20, 2019)

News Release:

The Town of Paradise today provided an update on the emergency repairs at the sanitary sewer lift station located on the corner of St. Thomas Line and Topsail Road.  At approximately 4 p.m. on Monday, August 12, the Town learned that the lift station was not working properly and crews have been working to address this issue. 

“Regular maintenance and inspections are completed on all lift stations in Town, including this one,” added Mayor Bobbett. “Our focus right now is getting this essential service back working at proper capacity for our residents. At this time, there is no direct impact to residents, residents can still use their bathrooms and flush toilets. This lift station is for the sewer system, so there is no impact on the water system.” 

The volume at that lift station is the largest in Town, and to keep the service operating while repair work is underway, pumper trucks and holding tanks are on site at the lift station and at the Paradise-Town of Conception Bay South border. Last week, to facilitate the work, a section of St. Thomas Line was closed and traffic was diverted through Carlingford Street. The pumper trucks and holding tanks at the lift station have now been moved to the rear of the building on Twin Brooks Drive, and St. Thomas Line is open to all traffic. There may be periodic traffic interruptions as heavy equipment moves in the area. 

The St. Thomas Line / Topsail Road sanitary sewer lift station meets current capacity with two pumps. The station was designed for three pumps to be able to meet future Town needs. The third pump is used for backup while regular maintenance is performed at the lift station and when repairs are needed. 

“The matter is complex as it involves both the pipes and the pumps at the lift station. There is an issue with the pipes which is impacting the work of the pumps, and with the pumps not able to work at capacity, it is presenting challenges to get the levels low enough to make the necessary repairs,” explained Mayor Dan Bobbett.

Currently, due to the issues at the station, existing equipment cannot empty the lift station to enable crews to complete repairs. Equipment is being shipped to the Town that will handle capacity enabling the lift station to be emptied and pumper trucks will no longer be required. Crews will then begin the required repair work to the facility. 

“I do apologize to all residents for the inconvenience caused by this situation,” said Mayor Bobbett. “I thank all staff and crews who have been working on this issue and I thank our neighbouring municipalities who have also been offering support as we work to make the repairs.” 

Update on Topsail Road - St. Thomas Line Lift Station (August 15, 2019)

The Town of Paradise today provided an update on the emergency repairs at the sanitary sewer lift station located on the corner of St. Thomas Line and Topsail Road.  

The issue started Monday (August 12) evening, and crews have been on site working to complete the required repairs. The volume at this lift station is the largest in Town, and to keep the service operating while repair work is underway, pumper trucks and holding tanks are on site. 

At this time, there is no direct impact to residents in Paradise, residents can still use their bathrooms and flush toilets. This lift station is for the sewer system, so there is no impact on the water system. 

To facilitate the work, a section of St. Thomas Line, from Topsail Road to Carlingford Street, is closed and traffic is diverted through Carlingford Street. Traffic calming measures are in place on Carlingford Street and traffic control is in place during morning and evening peak traffic times. 

The Town apologizes for the inconvenience caused and thanks residents for their continued patience as crews work to complete the repairs. 

Roadwork Beginning for Topsail Road: Kenmount Road Offramp to Carlisle Drive (August 12, 2019)

The Town of Paradise is advising residents that, beginning at 7:00 a.m. on Monday, August 12, roadwork will be occurring on Topsail Road between the Kenmount Road offramp and Carlisle Drive. Work will include completing a retaining wall, along with curb, gutter and sidewalk, and road patching.  

Work will take place between 7:00 a.m. and 6 p.m daily. In the morning, traffic flow eastbound will be maintained with minimal interruptions until 9:00 a.m. In the evening, traffic flow westbound will be maintained with minimal interruptions beginning at 4:00 p.m. Outside of these hours, lane closures will be implemented as needed.

During this work, efforts will be made to minimize impact on traffic flow. However, residents can expect traffic delays in the area. All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for any inconvenience caused by this work. 

Planned Water Shut-off for Paradise Road Area (August 7, 2019) 
There will be a planned water shut-off on Wednesday, August 7 for the Paradise Road area. It will affect Paradise Road between Inwood Crescent and Bernard Drive. The water will be shut-off at 9 a.m. and will be restored by 5 p.m. The water shut-off is required as part of the road work ongoing in the area. Please note the daycare in the area will be included in the shut-off. The Town apologizes for any inconvenience. 
Planned Water Shut-off for Paradise Road Area (July 26, 2019)

There will be a planned water shut-off on Friday, July 26 for the Paradise Road area. It will affect Paradise Road, between Adams Pond Road and Dina Place along with Bernard Drive and Venton Place. The water will be shut-off at 9 a.m. and will be restored by 5 p.m. The water shut-off is required as part of the road work on-going in the area. The Town apologizes for any inconvenience.

Roadwork at Intersection of McNamara Drive and Burnaby Drive (July 5, 2019)

Effective 9:00 a.m. Monday, July 8, work will be completed at the intersection of Burnaby Drive and McNamara Drive which will require closing the intersection to all traffic.  It will be closed for approximately four to five days. Traffic calming measures will be in place in Valley Ridge subdivision including appropriate signage and Town officials and Municipal Enforcement will increase monitoring in the area.

The work is part of the road upgrades ongoing in the area. While work is completed at the intersection, there will be no access between Burnaby Drive and McNamara Drive and access to the Valley Ridge subdivision will only be available through Tipperary Street.  Appropriate signage will be placed in the area, and access to Valley Ridge subdivision through Tipperary Street will be for local traffic only.

No Access to Camrose Drive Via Paradise Road (June 28, 2019)

Access to Camrose Drive via Paradise Road will be unavailable beginning 7 a.m. Tuesday, July 2 until Friday, July 5 . Access to Camrose Drive will instead be available via Deborah Lynn Heights on St. Thomas Line. The access closure is needed as part of the Phase III Paradise Road Upgrades. Access via Paradise Road is expected to recommence on Friday, July 5.

All drivers are asked to use caution in the area and to follow signage and traffic control procedures.

Final Paving Operations for Karwood Roundabout (June 19, 2019)

Final paving operations for the Karwood Roundabout are scheduled for Thursday, June 20. The work will begin at 9:00 a.m. and is scheduled to be completed by 4:00 p.m. This work is to place the second (final) layer of asphalt. Pavement markings for the roundabout are also scheduled to be completed as part of this work.  

To facilitate the paving operations, all traffic will be directed by flagpersons. All drivers are asked to use caution in the area and to follow signage and traffic control procedures.

POSTPONED: Final Paving Operations for Karwood Roundabout (June 7, 2019)

UPDATE: Due the forecast, the paving operations are now postponed for Saturday, June 8. The Town will issue an update when the paving work is rescheduled.

Paving Operations for Karwood Roundabout (June 3, 2019)
Update June 5, 11:30 a.m.: Due to weather conditions on Tues. Jun 4, paving could not be completed at the Karwood Roundabout. Paving operations will continue today (June 5) and in order to complete the required work, it is expected to continue throughout the afternoon. To facilitate the work, all traffic will be directed by flagpersons and traffic delays are anticipated. All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for the inconvenience.

 

Paving operations will begin in the Karwood Roundabout on Tuesday, June 4. The work will begin at 9 a.m. and continue until 4 p.m. 

To facilitate the paving operations, all traffic will be directed by flagpersons. All drivers are asked to use caution in the area and to follow signage and traffic control procedures.  

Paving operations will begin after the peak morning traffic and will end for peak evening traffic. Traffic delays are anticipated for the duration of the paving operations. Traffic control will be in place at the entrance to Paradise Elementary School for morning drop-off and afternoon pick-up times.

This portion of work is to install the first layer of asphalt. A second layer will be placed at a later date, dependent on weather conditions. The Town will provide an update when the next phase of paving is scheduled.

Blasting Operations Scheduled for O’Brien’s Way for Water and Sewer Work

Blasting work is scheduled to take place on O’Brien’s Way over the next several weeks. The planned blasting operations are scheduled to begin work on Monday, June 3 and occur intermittently throughout the next two to three weeks.

As part of the water and sewer work underway on O’Brien’s Way, blasting operations are required to remove hard bedrock. The contractor has completed the required pre-blast survey and notified residents in the immediate 250m radius zone.

Paradise Road Phase III Work to Begin (May 24, 2019)

Paradise Road Phase III road project will begin on Monday, May 27, 2019. 

The work involves the section of road between Stormont Street to Archibald Drive. The project involves widening the road and installing curb, gutters, sidewalks and storm sewers. Construction work will occur from 7 a.m. to 6 p.m. Monday to Friday and will run for approximately four months. 

While crews will work to minimize traffic impacts as much as possible, especially during the peak morning and evening traffic times, traffic interruptions and delays will occur. The public is reminded to use caution and reduce speeds in all construction areas.

Road work for Karwood Road Roundabout (May 8, 2019)

Update (May 28, 2019): This project is expected to conclude in the next two to three weeks, weather dependent. Westbound traffic moving from Kenmount Road into the roundabout will be limited to one lane at times during the remainder of this work as new concrete is poured. There will be a flag person at the Paradise Elementary in the morning to assist with traffic flow.

 

Road work at the Karwood Road Roundabout is scheduled to begin on May 8. The project is to add an additional access point to the roundabout and the work is expected to last for approximately six weeks.

Traffic will be maintained in the roundabout during construction; however, traffic interruptions and delays may occur. Crews will work to minimize traffic impacts as much as possible. The Town will also work with the contractor to ensure traffic control measures are in effect near Paradise Elementary School and that efforts are made to assist with traffic flow during peak morning times.

The public is reminded to use caution in all construction areas.

Road work for Karwood Road Roundabout (May 8, 2019)

 2019 Line Painting

The 2019 annual line painting and maintenance program is underway and will continue over the coming months and includes traffic lines, edge lines, crosswalks, stop bars, margins and arrows throughout the Town.

  

 

Park, Playground and Trail Work

Work on Adams Pond Trail (July 5, 2019)

The Town of Paradise advises that work will begin on the Adams Pond Trail the week of July 8, 2019. This work will be to complete the final section of the trail. Work will take place Monday through Friday 7:30 a.m. to 5:30 p.m. and the project is expected to be completed by the end of October. Please see attached image for work area. 

The existing trail will be open to users with barricades placed at the construction area. Residents are asked to follow all signage in the area and please avoid the construction area. The Town apologizes for any inconvenience caused by this work.

 

 

Peter Barry Duff Memorial Park Partial Opening, Field Light Installation Continues (June 14, 2019)

The light installation continues at the Peter Barry Duff Memorial Park large ball field and the project is expected to be completed by mid-July. While the large baseball field remains closed, installation work is now at a point where areas of the park can be partially opened.

Effective 6 p.m. Friday, June 14, the following areas will be open from 6 p.m. to 9 p.m. Monday through Friday, and 9 a.m. to 9 p.m. Saturday through Sunday: Playground, Skate Park, Small Ball Field and Soccer Field. 

There will be limited trail access and no access to trails near the construction site. Park users are asked to follow all posted signage, observe all closures and avoid the construction area at the large baseball field.  

Peter Barry Duff Memorial Park Closed for Field Light Installation 

Update (May 28, 2019): The weather has impacted the work schedule for this project, and it is now expected to be completed the end of June.

 

 

The Town of Paradise is advising that work will begin at Peter Barry Duff Memorial Park the week of April 22, 2019 for the installation of lights at the large baseball field. The work is expected to be completed by the end of May, weather permitting.

As a result of this work, for the safety of all users, the Park will be closed for the duration of this project.  This includes the parking lot, trail access, playground, basketball court, skate park, and baseball and soccer fields.  Residents are asked to observe all closures and please avoid the construction area at the large baseball field. The Town apologizes for any inconvenience caused by this work.
