The Town of Paradise completes a number of construction and road work projects throughout the year. Please see below for new and ongoing projects, and be sure to check back often for updates.

Road and Construction Projects

Detour for Section of Paradise Road: October 5, 2020

Effective Monday, October 5, a detour will be in place to divert traffic for a section of Paradise Road (Camrose Drive to St. Thomas Line). The detour will be in place for the remainder of the construction season, Monday to Friday, 7:00 a.m. to 5:30 p.m. 

Traffic will be diverted from Paradise Road through Camrose Drive and Deborah Lynn Heights. Emergency vehicles, school buses, and local access will not be detoured. Traffic calming measures, including pylons along the route, and appropriate signage will be in place and Town officials, including Municipal Enforcement, will increase monitoring of the construction site and detour route.

During the road work project, the public is reminded to proceed with caution and to reduce speeds in construction zones and detour routes. The Town apologizes for any inconvenience caused by this work. 

Portion of Neil’s Pond Trail Closed: October 1, 2020
A section of Neil’s Pond Trail will be closed on Thursday, October 1 to facilitate repair work. The section of boardwalk trail, on the south side of the pond, (near Yellow Wood Drive and Goldfinch Drive) will be closed for one day. Residents are asked to avoid the area and to follow all posted signage. 
Culvert Replacement on Three Island Pond Road: October 1, 2020

Culvert replacement work for Three Island Pond Road, in the area of civic number 215, is scheduled for Thursday, October 1. The work will begin at 9 a.m. and is expected to be finished before 4 p.m. Crews will work to minimize traffic impacts, but due to the nature of the work, traffic interruptions and delays can be expected. Drivers are asked to use caution in the area and to follow traffic control. 

Paradise Road Phase IV & St. Thomas Line Intersection: August 31, 2020

Paradise Road Phase IV upgrade project, including work at the intersection with St. Thomas Line, begins the week of August 31, 2020). This is the final phase of the Paradise Road upgrade work and will be completed in stages over the next two construction seasons

The overall project involves upgrades and paving at the intersection of St. Thomas Line and Paradise Road, and widening the road and installing curb, gutters, sidewalks and storm sewers on the section of Paradise Road from the intersection to Archibald Drive. For the 2020 construction season, stage 1 will be completed which involves the intersection and the section of Paradise Road from the intersection to Rob’s Road. Stage 2, the section of Paradise Road from Rob’s Road to Archibald Drive, will be completed in the 2021 construction season.  

Construction work will occur from 7 a.m. to 5:30 p.m. Monday to Friday and will continue for approximately three months. While crews will work to minimize traffic impacts as much as possible, especially during the peak morning and evening traffic times, traffic interruptions and delays will occur as the nature of this work makes it impossible to maintain a lane of traffic in each direction all the times. The public is reminded to use caution and reduce speeds in all construction areas.

Sanitary Sewer Smoke Testing: Starting September 2, 2020

Sanitary sewer smoke testing starts on Wednesday, September 2. The testing will take place daily, Monday to Friday, from 9 a.m. to 4 p.m. The testing will take approximately a month to complete and weekly updates on the planned testing areas will be available on the website at www.paradise.ca/smoketesting

The harmless, non-damaging smoke should not enter any houses unless there is a cross-connection in the system. If this does occur, residents are asked to contact the Town at 782-1400 and are advised to open a window or door for a few minutes and the smoke will dissipate. As the smoke is harmless and non-damaging, there will be no impact to residents or residential properties. 

Residents are advised the testing involves an odour-free smoke which does not indicate fire. However, should residents detect a burning smell or smoke that is unrelated to the testing and instead may be stemming from a fire, please call 911 immediately to reach the St. John’s Regional Fire Department (SJRFD) for emergency response. The Town has notified the SJRFD about the sanitary smoke testing and applicable areas. 

Traffic Lights at Carlisle Drive and Topsail Road: Starting August 31, 2020

Work on the traffic lights at the intersection of Carlisle Drive and Topsail Road will begin on Monday, August 31. The project will improve the sequencing of the traffic lights at the intersection and is expected to take approximately one week to complete. 

Work will occur daily from 6 a.m. to 6 p.m. In the morning, traffic flow will be maintained eastbound with minimal interruptions until 9:00 a.m. and in the evening, traffic flow westbound will be maintained with minimal interruptions beginning at 4:00 p.m.  The traffic lights will remain operational during the work and traffic control will be on-site. 

During this work, efforts will be made to minimize impact on traffic flow; however residents can expect lane reductions and traffic delays in the area. All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for any inconvenience caused by this work. 

Road Work and Culvert Installation on Irving Drive: Starting August 18, 2020

Road work and culvert installation is scheduled for Irving Drive, in the vicinity of the Gifford Building. The work will start on Tuesday, August 18 and is expected to be finished by the end of the week. All drivers are asked to use caution in the area and to follow signage and traffic control procedures. 

McNamara Drive Sanitary Sewer Phase III: Starting August 17, 2020

Phase III of McNamara Drive Sanitary Sewer begins Monday, August 17. This project is to upgrade the sewer system for the area from 107 McNamara Drive to the intersection with Kenmount Road and Bremingen’s Boulevard. 

This project will take approximately four months with work occurring daily from 7 a.m. to 7 p.m. Monday to Thursday and 7 a.m. to 12 p.m. on Fridays. Traffic flow will be maintained during morning and evening commutes and crews will work to minimize traffic impacts during the day, but traffic interruptions may occur. 

All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for any inconvenience caused by this work.

Curb Work - Topsail Road and St. Thomas Line: August 15, 2020

Curb work is scheduled for Topsail Road (in the vicinity of 1543 Topsail Road) and St. Thomas Line (between Topsail Road and Carlingford Drive) for Saturday, August 15. There will be lane closures in the work areas. Drivers are asked to use caution in the areas and follow all traffic control. 

Grinding and Paving Work on St. Thomas Line: August 14-15, 2020

Grinding and paving work is scheduled for sections of St. Thomas Line, in both the northbound and southbound lanes, on August 14 and 15. The grinding work is scheduled for Friday, August 14 and the areas will be paved on Saturday, August 15, weather permitting. 

The work areas are near the intersection with Seascape Drive and between Stapleton’s Road and Moonlight Drive. The work will begin after the morning commute on Friday and is expected to be finished by the evening commute. During this work, efforts will be made to minimize impact on traffic flow; however residents can expect traffic delays in the area. All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for any inconvenience caused by this work.

Grinding and Paving Work on Topsail Road: June 23-24, 2020

Grinding and paving work is scheduled for Topsail Road (between McDonald’s and Topsail Pond Road) in both eastbound and westbound lanes on June 24-25. Grinding work is scheduled for Wednesday, June 24 and the area will be paved on Thursday, June 25. 

During the work, traffic delays can be expected. The work will begin after the morning commute and two traffic lanes will be open westbound for the evening commute.  

All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for any inconvenience caused by this work.

Grinding and paving work is scheduled for Topsail Road (between Carlisle Drive to Topsail Pond Road) in both eastbound and westbound lanes on June 16-17. Grinding work is scheduled for Tuesday, June 16 and the area will be paved on Wednesday, June 17. 

During the work, traffic delays can be expected. The work will begin after the morning commute and two traffic lanes will be open westbound for the evening commute.

Pothole Repairs for Topsail Road: June 3, 2020

Pothole repair will take place in the area of 1366 Topsail Road (Irving Service Station) on Wednesday, June 3, 2020. The work will be the westbound curb lane and traffic delays can be expected in the area. Two traffic lanes will be open for the evening commute. All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for any inconvenience caused by this work.

Pothole Repairs for Topsail Road: May 27, 2020

Grinding work for pothole repair will begin in the area of 1366 Topsail Road (Irving Service Station) on Wednesday, May 27, 2020. The work is in the westbound curb lane and traffic delays can be expected. Two traffic lanes will be open for the evening commute. Weather permitting, all areas are scheduled to be paved by the end of the week. All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town apologizes for any inconvenience caused by this work. 

Paving Operations for St. Thomas Line: May 21, 2020

Paving operations on St. Thomas Line are scheduled for Thursday, May 21, 2020. The work is set to begin at 9 a.m. and is expected to take one day to complete. 

Drivers are asked to reduce speed in the area and to follow all signage and traffic control measures. Efforts will be made to minimize traffic interruptions, however due to the nature of the work, traffic delays will occur at times. If possible, residents are advised to find alternate routes.

The paving work, between Topsail Road and Carlingford Street on St. Thomas Line, is as a result of sewer main repairs completed over the winter. Paving could not be completed at that time as the asphalt suppliers were not operational. 

2020 Line Painting: May 8, 2020

The 2020 annual line painting and maintenance program is underway and will continue over the coming months. It includes traffic lines, edge lines, crosswalks, stop bars, margins and arrows throughout the Town.

Drivers are asked to follow all posted signage and to use caution when in the area and around work crews. 

Sidewalk Installation on Topsail Road (Paradise Plaza): May 1, 2020

Curb and sidewalk installation at Paradise Plaza on Topsail Road will begin Monday, May 4, weather permitting. The work is being done by the developers of Paradise Plaza (ALRE) and is expected to take one week to complete. 

To facilitate the work, the outside curb lane, eastbound on Topsail Road, in front of Paradise Plaza and into the roundabout, will be closed. Work will begin at 9:00 a.m. to minimize morning traffic interruptions. All drivers are asked to use caution in the area and to follow signage and traffic control procedures.
