Budget 2019

The 2019 Budget for the Town of Paradise was unveiled during the regular public council meeting on December 18, 2018.

Budget 2019 presents a plan for meeting the needs of the Town today while setting the course for a sustainable future. It is a 37.3 million balanced budget which makes strategic investments and provides the level of services and programs that residents want and deserve.

This year overall residential property assessments in Paradise decreased just over five percent which meant the Town was facing a decrease in the revenue. Therefore, to maintain required revenues, the residential mil rate for 2019 will increase to 7.2. With the decrease in residential property assessments, approximately 50 percent of property owners will see no change or a reduction in residential taxes. Furthermore, 36 percent of residents will only have to pay an additional $10 or less per month. 

For 2019, the residential water and sewer rate will increase to $600 per unit to cover increased wastewater treatment costs. Commercial assessments increased this year and as a result the mil rate will remain at 11.5, keeping the Town competitive and supporting business attraction and growth efforts.

The major initiatives included in Budget 2019 are:
  • Creating an Infrastructure Reserve Fund with a $1M investment. The purpose is to develop a fund to have the financial ability to upgrade and replace Town assets such as road networks and water and sewer when the need arises;
  • Creation of a new funding program to enable lower-income families to participate in recreation programs;
  • Funding for regular street rehabilitation program, completion of the Topsail Road – McNamara Roundabout, upgrading Clearview Heights and planning for a new roundabout that the intersection of Kenmount Road and McNamara Drive
  • Allocation to complete the Adams Pond Trail and to work on section of T’railway; and
  • Upgrading the lighting system at the Milton Road Ballfield and continued enhancements to Paradise Park.
