Born and raised in Branch, St. Mary's Bay, Allan and his wife, Denise, have called Paradise home for the last 33 years and have raised their family (Lee and Kerry) here.

Allan graduated from Memorial University with a Bachelor of Commerce degree and subsequently obtained a professional accounting designation as a Certified Professional Accountant (CPA, CMA). He has more than 35 years experience in all aspects of financial management, obtained through employment in the private sector, as well as with provincial, territorial and federal governments. Allan is currently employed as Director of Corporate Services with a division of Eastern Health.

During the last 33 years, Allan has been involved in his community as a volunteer with various organizations including Holy Family Church, 1st Paradise Scouts, Holy Spirit High School Council, 2562 Queen Elizabeth Army Cadets, CBS Monument of Honor, Holy Family School Council, Paradise Adventure 50+ Club, Roman Catholic Episcopal Administration Board and the Financial Management Institute (St. John's Chapter).

Allan was initially elected to Council in 2005, was re-elected in 2009 and subsequently became Deputy Mayor. He was elected again in 2017. He was chairperson of the Finance and Administration Committee from 2005-2013 and served on many committees, including a number of external committees with representatives of neighboring municipalities. He has been honored to serve the people of Paradise. He interacted with residents on many issues and most, if not all, will attest that they received an honest answer in a timely manner.

Allan enjoys his role as a member of Council because it has been a rewarding experience that has provided him with the opportunity to make Paradise a better place to live. While the issue at hand may be one of a minor nature or one with significant ramifications, he addresses each one to the best of his ability. During his tenure over the next four years, Allan looks forward to working with, and for, the residents of Paradise.
