The Town of Paradise is advising residents that effective May 8, 2017 construction work for the Topsail Road Phase IV project will resume for the season. The work includes widening Topsail Road from Christopher Street to St. Thomas Line, installing storm sewers, curb, gutter and sidewalk, and replacing the bridge at Christopher Street.
For the duration of the work, detours will be in place:
- In the morning, starting at 7 a.m., west bound traffic will flow through St. Thomas Line, Lanark Drive and Glendarek Drive and eastbound traffic will flow through Topsail Road until 9 a.m. At 9 a.m. , all traffic will be directed to detour and through traffic on Topsail Road will be restricted. - In the afternoon, beginning at 4 p.m. westbound traffic will flow through Topsail Road and eastbound traffic will be diverted through Glendarek Drive, Lanark Drive, and St. Thomas Line. (See attached photo for route)
The detour will remain in place until 7:30 p. m. daily, after this time, Topsail Road will reopen. While the detour is in place, the section of Topsail Road under construction will be open for local traffic only and residents can expect traffic delays and interruptions in the area. Priority will be given to buses and emergency vehicles travelling through the area to ensure minimal delays.
The Town will implement several traffic calming measures along the detour route, including:
- placing large traffic pylons along detour route,
- installing temporary speed bumps in the detour route,
- increasing monitoring of construction site and detour route by Town officials and Municipal Enforcement, and
- liaising with the Royal Newfoundland Constabulary to increase patrols in the area.
The Town will monitor this construction project and will implement the necessary measures to ensure the safety of all residents. It is also working closely with the contractor to minimize traffic interruptions as much as possible, but residents are advised to anticipate traffic delays in the area.
During construction, the public is reminded to proceed with caution and to reduce speeds in construction zones and detour routes, especially when in the vicinity of schools. The Phase IV Topsail Road work includes replacing the bridge at Christopher Street. As such, there may be times when the Octagon Pond Trail is closed due to equipment working in the immediate area of the brook.
