Road Closure at the Intersection of Topsail Road and St. Thomas Line - December 13, 2024 |
The intersection of St. Thomas Line and Topsail Road will be closed on Monday, December 16 to complete work on Lift Station 10. The intersection will close 9 a.m. and reopen by 4:00 p.m. Traffic from Topsail Road will be diverted through Glendarek Drive to Lanark Drive to St. Thomas Line and traffic from St. Thomas Line will be diverted through Lanark Drive, near Lakewynds Subdivision, through Glendarek Drive to Topsail Road. Traffic control will be on site and traffic calming will be in place along the detour route. All drivers are asked to use caution in the area and to follow signage and traffic control procedures. The Town of Paradise advises of a lane closure on St. Thomas Line for the right-hand turning lane at the intersection of St. Thomas Line and Topsail Road. The lane will be closed starting 7 a.m. on Wednesday, November 27 and reopen at 5 p.m. on Tuesday, December 10. The lane closure is required for work related to the construction of the new lift station project. Crews will work to minimize traffic impacts, but given the nature of this project, drivers can expect traffic slowdowns and delays. Portion of Adams Pond Trail Closed - November 15, 2024 |
A section of Adams Pond Trail is temporarily closed due to heavy rainfall. Residents are asked to avoid the section of trail between Archibald Drive and Glendarek Drive as there are washouts and erosion. Please follow all posted signage. The Town apologizes for any inconvenience. |
Road and Sidewalk Work at Topsail Road and Paradise Road Intersection - November 12, 2024 |
Road work at the intersection of Topsail Road and Paradise Road is scheduled to start tomorrow, Wednesday, November 13, and is expected to take approximately one week. The work involves road and sidewalk repair in the area. While efforts will be made to minimize traffic disruptions, the west bound lane on Topsail Road may experience temporary lane closures, and periodic traffic delays. Traffic flow will be maintained for the morning and evening commute times. Drivers are asked to respect all posted signage and follow traffic control measures in the area. Planned Water Shut-off for Port Rexton Place - November 11, 2024 |
Planned water shut-off for Port Rexton Place on Monday, November 11 from 9 a.m. to 5 p.m. The water shut-off is required so the developer can make repairs to the water line in the area. This issue is not part of the situation on-going at Lift Station 10. When water is restored, residents are reminded to run their water for a few minutes in the event of any discolouration or air in the pipes. The Town apologizes for any inconvenience this may cause. |
Traffic Delays on St. Thomas Line; Residents asked to limit wastewater - November 4, 2024 |
Traffic interruptions are expected on St. Thomas Line, in the area of the intersection with Ridgewood Drive, as of 6 a.m. on Monday, November 4, due to valve and sewer main repair work. This work is part of addressing the issues at Lift Station 10. Traffic control will be on site and priority will be given to school buses travelling in the area. Traffic interruptions will also continue at the intersection of St. Thomas Line and Topsail Road with pumper trucks and equipment working on Lift Station 10. Drivers are asked to find alternate routes if possible. Lift Station 10 is operating under limited capacity and as a result, residents need to minimize wastewater use such as flushing toilets, using washing machines, and running dishwashers. We understand the inconvenience placed on residents and ask for their support. Reducing wastewater use will help alleviate pressure on the sewer system which is needed as crews work to address the issues at Lift Station 10. Crews remain on site at Lift Station 10 and are working to resolve the issues. Pumper trucks will continue working throughout the night on Sunday, November 3 and into Monday, November 4. We recognize the noise disruption for residents in the immediate vicinity, and we apologize for the inconvenience. The Town has invested in a new lift station to replace Lift Station 10 at the corner of Topsail Road and St. Thomas Line. Construction of the new facility started in January 2023 and is expected to be completed and operational in Winter 2025. |
Ongoing Work at Lift Station 10 - November 3, 2024 |
Crews are continuing their efforts to resolve the issue at Lift Station 10 on St. Thomas Line. We understand the frustration this has caused, especially for residents living near the lift station.
Crews are working around the clock to remove sewage from the chamber to assess pump functionality. Getting the levels low enough to fully assess the pumps has been a challenge. Pumper trucks remain on-site to manage wastewater flow, and traffic delays are still in effect on St. Thomas Line and Topsail Road. Residents are asked to take alternate routes and follow all traffic control measures. Please continue to be mindful of water usage such as flushing, using washing machines and dishwashers to help ease strain on the system, so that our crews are able to assess the pumps. This work pertains to the existing lift station the new lift station is still set to be commissioned early in the new year. Further updates will be provided as available, and we thank residents for their patience and cooperation. |
Urgent Lift Station 10 Interruption – Limit Sewer Water Use and Avoid Area - November 02, 2024 |
**UPDATE: The Town of Paradise advises that work is continuing through the night (November 02, 2024) to address the disruption at Lift Station 10. Pumper trucks will remain on-site. Traffic delays and detours are still in place around St. Thomas Line and Topsail Road. Residents are encouraged to use alternate routes and follow all traffic control measures. Please continue to be mindful of water usage to help reduce strain on the system. Further updates will be provided tomorrow morning. ------------- Lift Station 10 on St. Thomas Line is currently operating with limited capacity. Our crews are working urgently to resolve the situation, we ask residents to minimize water use such as running larger water-based appliances for example dishwashers and washing machines. Reducing water use will help alleviate pressure on the sewer system as repairs continue. Please avoid the area around Lift Station 10, as traffic delays and detours are expected on Topsail Road and St. Thomas Line. Alternate routes are recommended where possible, and traffic control measures are in place for everyone’s safety. Pumper trucks are on site at Lift Station 10, Woodstock Gardens, and Plateau Park to actively manage the situation. A new lift station is set to begin operation in the new year, but in the meantime, the Town is working hard to keep the current system running. Repairs to Karwood Drive Raised Crosswalk - October 30, 2024 |
Deficiency repairs to the raised crosswalk on Karwood Drive are scheduled for Friday, November 1 to Monday, November 4. Due to the nature of the work, there will be a lane closure for a section of Karwood Drive in the southbound lane near Paradise Elementary School. Please note Paradise Elementary is closed on November 1 for a scheduled Professional Development Day and this work is not expected to impact school operations or transportation. Trenton Drive Trail Construction - October 28, 2024 |
The Town of Paradise advises that construction will begin on the new accessible trail on Trenton Drive which will connect to Octagon Pond Elementary. Construction is scheduled to take place over the next four to five weeks, with work occurring daily from 7 a.m. to 4 p.m. Residents are advised to exercise caution when near the construction site, to follow all posted signage and to please ensure children are not left unsupervised in the area. Partial Lane Closure for Section of St. Thomas Line Extended - October 25, 2024 |
The Town of Paradise advises that the partial lane closure for a section of St. Thomas Line near the Lift Station 10 work site, from Topsail Road to Carlingford Street, will continue until November 1, 2024. Crews have prepared the site for the anticipated weather conditions this weekend. Traffic control will maintain one lane of traffic in each direction and school buses will continue to receive priority. Work Begins on Top Pond Trail Extension - October 23, 2024 |
Work will begin on a new section of Top Pond Trail in Elizabeth Park on October 23, 2024. This project will add approximately 60 metres of granular trail along the southwest side of the pond. This work is expected to take approximately three weeks to complete, occurring daily from 7 a.m. to 4 p.m. Residents are asked to avoid this section of the trail and to follow all posted signage. Lanark Drive Basketball Court Installation - October 16, 2024 |
Construction of the new basketball court will begin on Lanark Drive Park effective October 16, 2024. As part of the work the swings will be temporarily removed and replaced. All amenities such as the playground and community garden will remain closed for approximately five weeks to complete the project.
Residents are advised not to park in front of the park and to exercise caution when near the construction site. Please ensure children are not left unsupervised in the vicinity. While fencing will be installed along a section of the nearby trail system, the trails will remain open. We ask that everyone follow posted signage during the closure. **UPDATE** This evening October 18 through to October 20, St. Thomas Line near Lift Station 10 will be reduced to one lane of traffic in each direction due to ongoing work. Expect traffic slowdowns, and please use caution and follow signage. Thank you for your understanding! ---- A partial lane closure for a section of St. Thomas Line near the Lift Station 10 work site, from Topsail Road to Carlingford Street will be in effect from October 14 to October 25 with one lane open in each direction. Crews will work to minimize traffic impacts, but given the nature of this project, drivers can expect traffic slowdowns. School buses travelling in the area will get priority from traffic control. On October 18 and 20 the section of road will be reduced to one lane and traffic slowdowns are expected. Sidewalk Installation on Topsail Road - October 1, 2024 |
The sidewalk installation for the north side of Topsail Road, from civic 1278 (McDonald’s Restaurant) to the boundary with Mount Pearl, is scheduled to begin Wednesday, October 2, 2024. The work is expected to take approximately four weeks to complete. Access to all businesses in the area will be maintained during the project. Due to the nature of the work, a lane closure will be required in the immediate work area. During work, in the morning, traffic flow will be maintained eastbound with minimal interruptions until 9:00 a.m. and in the evening, traffic flow westbound will be maintained with minimal interruptions beginning at 4:00 p.m. Crews will work to maintain traffic flow, but periodic traffic slowdowns may occur. Traffic Calming Installation on Seascape Drive - August 27, 2024 |
Temporary traffic calming infrastructure is scheduled to be installed in areas along Seascape Drive on Wednesday, August 26. Centre line signs and traffic bollards will be put in place to narrow lane widths to slow traffic and improve driver and pedestrian safety. Work is scheduled to start on Thursday, August 22, and it will take approximately five days to complete with work on-going daily from 7 a.m. to 6 p.m., including Saturday and Sunday. Traffic control will be on site and crews will work to minimize traffic impacts, in particular during the morning and evening commute times, however, due to the scope of work intermittent traffic interruptions and slowdowns can be expected. Pedestrian Island Installation at Crosswalk Lights at Topsail Road and Glendarek Drive - August 16, 2024 |
Work will begin for the installation of the pedestrian island for the pedestrian activated crosswalk lights at Topsail Road and Glendarek Drive on August 19. This work is expected to take two weeks to complete with crews working daily from 7 a.m. to 6 p.m. For the safety of pedestrians and work crews, the crosswalk will be closed during this work, and pedestrians are advised to use the crosswalks at Topsail Road and Sgt Donald Lucas Drive or Topsail Road and McNamara Drive until the repairs are completed. Traffic flow will be maintained for the morning and evening commute times, however, due to the scope of work intermittent traffic interruptions and slowdowns can be expected during the day. Drivers and pedestrians are asked to exercise caution in the area and to follow all signage and traffic control procedures. Unplanned Water Shut-off for Section of Paradise Road - August 13, 2024 |
**UPDATE August 13, 2024 The water will be restored by 4:30 p.m. Construction will be ongoing into the evening with the lane closure still in effect. Drivers are asked to use caution in the area and follow all signage and traffic control. *************************************** Due to emergency repairs on Paradise Road, an unplanned, temporary water-shut off is in place for a section of the road – from civic number 196 to the intersection with Brenard Drive. The water is expected to be back by the end of the day and a further update will be provided later this afternoon. Due to the nature of the work, a lane closure is in effect for the section of Paradise Road. Drivers are asked to use caution in the area and follow all signage and traffic control. Lanark Drive and St. Thomas Line Connection to Open Permanently - August 9, 2024 |
Starting August 19, 2024, the street connection for Lanark Drive and St. Thomas Line (near Civic #38) will open to all traffic permanently. This new access point enhances connectivity for Lanark Drive, making it more convenient for residents in the area.
As you travel through this residential neighborhood, please be mindful that there’s a playground nearby, and the speed limit is set at 40 km/h. The Town has installed permanent traffic calming measures and will temporarily set up a speed display sign. We will monitor traffic for several weeks and kindly ask all drivers to adhere to the speed limits and exercise extra caution while driving. |

Effective 5 p.m. Friday, August 2, St. Thomas Line will re-open to all traffic, and the detour will no longer be in place on Carlingford Drive. |
Construction Begins for Beach Volleyball Courts for 2025 Canada Summer Games |
The construction on the beach volleyball courts in Paradise Park is scheduled to begin August 5 and take approximately four weeks to complete. Construction will take place daily Monday to Friday, from 7:00 a.m. to 5:30 p.m. Due to the nature of the work and for everyone’s safety, the beach volleyball courts, the dog parks, and the small parking lot will be closed to all users. The splash pad, accessible playground, temporary baseball fields, concession stand, and band stand will be open. Those using Paradise Park can park in the Paradise Double Ice Complex parking lot and use the north entrance through the decorative fencing. Those using the park are asked to follow all posted signage and avoid the construction area. The upgrades to the beach volleyball courts are needed as the Town is the host location for the sport for the 2025 Canada Summer Games. The Town apologizes for any inconvenience and thanks residents for their cooperation and patience as this project is completed. |
Glendarek Drive Upgrade Project - August 2, 2024 |
The Glendarek Drive upgrade project will begin the week of August 5, 2024. The work involves installation of a new storm sewer, curb, gutters, and sidewalks on the west of the street. Construction will occur from 7 a.m. to 6:00 p.m. Monday to Friday and will continue for approximately three months. At times, due to the nature of the work, there will be traffic slowdowns and interruptions and drivers are asked to use alternate routes when possible. Residents in the area will have access to their properties. Residents are reminded to use caution and reduce speeds in all construction areas. Blasting Operations Scheduled for Picco Ridge Subdivision - August 1, 2024 |
Blasting work is scheduled for the Picco Ridge Subdivision, in the Phoenix Drive area. The planned blasting operations are scheduled to begin on Thursday, August 1 and occur intermittently throughout the next three to four weeks. The Town has confirmed that the contractor has completed the required pre-blast survey and notified residents in the immediate 250m radius zone as per provincial regulations; any claims to damage are the responsibility of the developer. St. Thomas Line to Close Between Topsail Road and Carlingford Street; Detour in place - July 30, 2024 |
Effective Tuesday, July 30, a section of St. Thomas Line, from Topsail Road to Carlingford Street, will be closed to all traffic. The closure is required to install underground infrastructure as part of the Lift Station 10 project. Due to the road closure, all traffic will be diverted through Carlingford Street. Traffic calming measures will be in place on that road and there will be traffic control at the intersection of Carlingford Street and Topsail Road. As part of the traffic control, lane reductions will be in effect for Topsail Road. Drivers are asked to use caution in the area and to follow all posted signage and traffic control. For this portion of work on the Lift Station 10 project, the playground in the vicinity of the Carlingford Street – St. Thomas Line intersection will be closed. Traffic Calming Installations at Two Intersections - July 16, 2024 |
As part of its Neighbourhood Quieting work, the Town is re-installing temporary traffic calming measures for the season at two intersections. The work involves reconfiguring the intersections and making traffic flow changes designed to slow traffic and improve driver and pedestrian safety. The installations are scheduled to begin July 16 and take approximately two days to complete. The traffic calming measures will be in place throughout the summer and will be removed late fall, prior to the start of the snow clearing season. Traffic calming installations: Lanark Drive and St. Thomas Line Intersection: A combination of line painting and rubber curb extensions installed on Lanark Drive to narrow the intersection. This will reduce speeding and eliminate vehicle drifting in the area. There will be a right a left turning lane on Lanark Drive for traffic entering St. Thomas Line. Carlingford Street and St. Thomas Line Intersection: A combination of line painting, rubber curb stops, and signage will be installed to prevent drivers from turning left onto Carlingford Street from St. Thomas Line. Drivers are advised to use caution in the area and to follow all posted signage and traffic control procedures. |
Ditching and Berm Installation for Section of T’Railway - July 10, 2024 |
Work will be on-going on a section of the T’Railway starting July 10 and will take three weeks to complete. The work involves ditching and berm installation for a section of the T’Railway. This will improve drainage along the trail and address water pooling and water flow in the area, particularly after heavier rainfalls, which will benefit both the trail and residential properties in the area. The T’Railway will be open during this work and users are asked to use caution and follow all posted signage in the area. The work on the T’Railway is part of the development approval for Fairview Estates Phase 6B development, a residential subdivision with a total of 62 lots. It involves the extension of Sgt. Donald Lucas Drive, the creation of Colorado Street, and connects to the T’Railway. Council approved the development at a Public Council Meeting on April 16, 2024, and the approval contains a number of requirements including a landscape plan for the area around the T’Railway. In addition, as the T’Railway is a provincial park, the developer was required to obtain all necessary approvals from relevant authorities. Under the development approval, the developer will also complete two pedestrian trails to connect to the T’Railway. This work supports the Town’s focus on connectivity and will enhance the area for all users. As part of the Fairview Estates Phase 6B work, a section of trees have been removed from the T’Railway and under the development approval the required landscape plan outlines that the area will be re-vegetated with approximately 30 deciduous and coniferous trees, various shrubs and plants, and natural vegetation that will not require mowing or maintenance. The re-vegetation work is expected to be start in August. |
Karwood Drive Road Work: Pedestrian Safety Improvements - July 2, 2024 |
There is an upcoming road closure for a section of Karwood Drive, in front of Paradise Elementary. This closure is set to commence on Tuesday, July 2, 2024, and will last for approximately two weeks. The road work aims to enhance pedestrian safety and the crosswalk near Paradise Elementary School. Through traffic in this area of Karwood Drive is advised to seek alternate routes during this period. The crosswalk in front of Paradise Elementary will be closed to pedestrians and cyclists. Detours will be implemented for local traffic to provide access to businesses, residents homes, and daycare centres. Please note that large semi-trucks will not be able to navigate through the detour. The detour will be in effect from July 2 to July 16, 2024. Appropriate signage will be installed, and crews will be on-site to direct traffic. All drivers are urged to exercise caution in the area and adhere to posted signage and traffic control measures. This work is being carried out during the summer to ensure improvements are completed before school reopens in September. Forcemain Twinning Installation for new Lift Station 10 - June 17, 2024 |
The installation of the twinned forcemain for the new Lift Station 10 is scheduled to begin June 17 and take approximately six weeks to complete. The installation will involve work in the river adjacent to the site. The Town has acquired all necessary government approvals and permits, and the work will be completed in accordance with provincial and federal regulations. To do the installation, the river will be temporarily dammed and diverted around the work site. All construction water will be diverted to a filtration system prior to being discharged into the waterway downstream. The river will be fully reinstated once the work is completed. During this work, there may be brief traffic interruptions as equipment is moving on the site. The Town apologizes for the inconvenience caused by this work. |

The 2024 Street Maintenance program begins Wednesday, June 12. This year, road repairs are scheduled for Kenmount Road, Topsail Road, St. Anne’s Cresent, Topsail Pond Road, Three Island Pond Road, Stokes Road, Elizabeth Drive, and Camrose Drive. The work will be completed throughout the coming weeks with crews on designated sites from 7 a.m. to 6 p.m. Some weekend work will occur. Lombardy Park Refresh Project - August 19, 2023

The Lombardy Place Park Refresh Project is scheduled to start Saturday, August 19, 2023, and is expected to continue for approximately six weeks. Lombardy Park is one of the oldest parks in Paradise and it was identified in the Elizabeth Park Refresh Plan as needing updating and maintenance repairs. The work on the park will include a new gazebo, refurbishing the court surfaces (with updated court lines to include pickleball), new basketball boards and rims, adding horseshoe pits, upgrading the walking trails, and other general maintenance work. As part of the upgrade, the playground equipment will be removed to make the park a passive area that is directed at leisure sports, open space, and gathering. As a result of this work, for the safety of all users, the park will be closed for the duration of this project. Sidewalk installation for the north side of Topsail Road, from Trails End Drive to Carlisle Drive, is scheduled to begin Thursday, July 27, 2023. The work is expected to take approximately four weeks to complete. Due to the nature of the work, a lane closure will be required in the immediate work area. During the work, in the morning, traffic flow will be maintained eastbound with minimal interruptions until 9:00 a.m. and in the evening, traffic flow westbound will be maintained with minimal interruptions beginning at 4:00 p.m. Crews will work to maintain traffic flow, but periodic traffic slowdowns may occur. Public Notice: Development Approval for 1655 Topsail Road

The Town of Paradise has approved a development application for the area of 1655 Topsail Road, next to Octagon Pond. The area is privately owned and is zoned for Planned Mixed Development. The property owners are developing the area to bring additional businesses to the Town, furthering the growing business area of this section of Topsail Road. Work is scheduled to begin on July 21, 2023. Residents are asked to use caution in the area, to avoid the work zone, and to follow all posted signage. The Town is working with the Avalon Dragons to ensure the 2023 Paddle in Paradise Dragon Boat proceeds as planned on Octagon Pond. The Octagon Pond Trail will remain accessible for users and there will be limited parking next to the pond. Parking to access the trail is available at the Town Hall, Paradise Double Ice Complex and Paradise Park parking lots as well as Octagon Elementary School. |

Town Installing Traffic Calming Measures on Several Streets - July 6, 2023 |
The installation of localized traffic calming infrastructure is scheduled to begin this week for several residential streets throughout Town. The work is expected to be completed over the next couple of weeks on Joshua Street, Trails End Drive, Buckingham Drive, Ridgewood Drive, Milton Road, and Carlisle Drive. The work involves a variety of measures such as curb bump outs, lane narrowing, and line painting installed in certain sections of the identified streets, not the entire length of the roadway. The locations were determined based on collected speed data and areas with potential pedestrian / vehicle interactions (i.e playgrounds, ballfield / park, trail crossing, etc). It is designed to slow traffic and improve driver and pedestrian safety. 2023 Street Rehabilitation Program Starts - June 14, 2023 |
The 2023 Street Rehabilitation program begins on Wednesday, June 14. This year, road repairs are scheduled for Stephanie Avenue, Gentler Place, Ballyshannon Street, Kinder Drive, Gregg Avenue, Gail Place, Bernard Drive, Newdale Road, Topsail Pond Road, and Topsail Road. There will also be extensive sidewalk work on Topsail Road and Paradise Road. The work will be completed intermittently throughout the summer with crews on designated sites Monday to Friday from 7 a.m. to 6 p.m. Some weekend work may occur on Saturdays from 7 a.m. to 3 p.m. Minimal traffic disruptions are anticipated for the repairs on local roads. The traffic pole was damaged following a motor vehicle collision in April. Tower Crane Installation at Lift Station 10 - May 16, 2023 |
Work to construct a Tower Crane at the Lift Station 10 site will begin on Tuesday, May 16. This machinery is required to move materials and equipment on-site and is expected to remain in place until the end of 2023. The Tower Crane is electric, and its operations will be silent and emission free. While the swing radius of the crane will encroach on neighbouring properties, lifted objects will not be swung over adjacent properties. The Tower Crane jib will swing during wind events. This is a safety feature of the crane and not a cause for concern. All required operational and safety protocols will be implemented for the Tower Crane operations. |

Evergreen Village Phase I Upgrade Project Resumes - May 1, 2023 |
Phase I of Evergreen Village Upgrade Project is scheduled to resume the week of May 1, 2023, and continue through the 2023 construction season. Phase I is expected to be completed this year. Phase I involves upgrades to the water, sewer and roads on Ashgrove Drive, Willow Drive, and a section of Evergreen Drive (between Ashgrove Drive and Willow Drive). For the 2023 construction season, work will focus on installing a new watermain, sanitary/storm sewers, and curb and gutter on Willow Drive and part of Evergreen Drive. Due to the nature of the work, residents can expect traffic delays and disruptions during the project. Traffic control measures will be on-site for the duration of the project. As power lines are buried in this neighbourhood and are in the vicinity of the construction area, throughout this work, frequent power interruptions are expected during the workday. For any power interruptions, power will be re-stored prior to the end of the workday. For the safety of all residents, the neighbourhood playground on Ashgrove Drive will remain closed until the project is completed. The aging infrastructure in Evergreen Village is among the oldest in the municipality and the Town is committed to completing the much-needed upgrades. The overall upgrade project is expected to take several years to complete, with work being planned for 5 Phases. Once completed, residents will have a better and more reliable water and sewer service from the upgraded infrastructure. Construction Starts to Replace Lift Station 10 - January 26, 2023 |
Construction on the replacement of Lift Station 10 at the corner of St. Thomas Line and Topsail Road is scheduled to begin January 26, 2023. The current Lift Station 10 is reaching the end of its service life and needs to be replaced. The new station to be built on the site is designed to serve for 50 years, including meeting continued growth, and will have several improved and updated features to service the Town. Construction of the new lift station is a significant infrastructure project for the Town and will take approximately 24 months to complete. When work begins this month, it will focus on preparing the site for the installation of large underground storage tanks which requires extensive site excavation. This work involves busting of bedrock on site, which is expected to take four to five months to complete. The Town understands the impact this will cause to residents and extends apologies for the inconvenience. Other site work at this stage includes the removal of soil and trees on Town property. The new lift station and the construction plan are also designed to mitigate any impacts to the nearby stream. Work is scheduled for Monday through Friday between 7:00 a.m. and 5:30 p.m. At times, there may be minor traffic interruptions as heavy equipment enters and leaves the site, but no major traffic delays are expected at this time. Project Update for Evergreen Village Phase I Upgrades - November 28, 2022 |
Update on the Evergreen Village Phase I Upgrade Project. Work is expected to conclude for the 2022 season in early December and will resume in Spring 2023. The project involves Ashgrove Drive, Willow Drive and a section of Evergreen Drive (between Ashgrove Drive and Willow Drive and includes water and sewer upgrades (installation of sanitary sewer, storm sewer, and watermain infrastructure) and road upgrades on the affected streets (road, curb and gutter replacement). The project started this summer, and given the scope of the work, was planned to be completed over two construction seasons. During the 2022 construction season, considerable progress was made on the project. The new sanitary sewer, storm sewer, catch basins, and curb and gutter were installed on Ashgrove Drive and for a portion of Willow Drive (between Ashgrove Drive and Cedar Drive). A section of homes on Ashgrove Drive (odd civic addresses) have been connected to the new sanitary sewer system. Prior to the end of construction for this year, any driveways that have been disturbed will be reinstated and a base layer of asphalt will be placed on Ashgrove Drive, Willow Drive and the section of Evergreen Drive and crews will tidy properties in the work area. The site office trailer will remain at the corner of Willow Drive and Pinegrove Drive and all heavy equipment and materials will be removed from the site for the winter. As the area is still considered a construction site, the playground will remain closed until the full project is completed. Phase I is expected to resume in the spring, as soon as weather permits, and the Town will issue a notice prior to work starting on site. The Town thanks residents for their patience and understanding as this infrastructure upgrade project is completed in Evergreen Village. |

Temporary Crosswalk Flags (Topsail Rd & Glendarek Dr) - September 6, 2022 |
Temporary Crosswalk Flags are in place at the crosswalk at Topsail Road and Glendarek Drive. The pedestrian activated lights are out of service due to electrical issues, and the Town is waiting on the parts to completed the repairs. The Crosswalk Flags will help increase the visibility of pedestrians using the crosswalk until the lights are repaired. The flags are kept in containers on either side of the crosswalk. When a pedestrian needs to use the crosswalk, the individual can take a flag, wait for traffic to stop, and proceed across the crosswalk, holding the flag in a visible manner. When they have crossed the road, they simply place the flag in the container provided. The Crosswalk Flags are meant to clearly indicate pedestrians' desire to cross a roadway and increase their visibility as they do so. Pedestrians and drivers are asked to use caution in the area. |
Road Patching on St. Thomas Line - August 25, 2022 |
Roadway patching on St. Thomas Line, between Paradise Road and Phoenix Drive, is scheduled for Thursday, August 25 and Friday, August 26. Temporary Water Shut-off for Evergreen Village - August 24, 2022 |
A planned, temporary water shut-off for Evergreen Village, primarily affecting Ashgrove Drive and Willow Drive, is schedule for Wednesday, August 24, from 9:00 a.m. to 5:00 p.m. The water shut-off is required as part of the water and sewer upgrades on-going in the area. When water is restored, residents are reminded to run their water for a few minutes in the event of any discolouration or air in the pipes. The Town apologizes for any inconvenience this may cause. |
Archibald Drive Upgrade Project - Update August 19, 2022 |
As part of the Archibald Drive Upgrade Project, crews will be working on Saturday, August 20, and will continue Saturday work every second weekend for the remainder of the construction season. Minimal traffic interruptions are expected during weekend work. *********** The Archibald Drive upgrade project is scheduled to begin the week of July 11, 2022. The work involves installation of a new storm sewer, curb, gutters, and sidewalks. Construction will occur from 7 a.m. to 5:30 p.m. Monday to Friday and will continue for approximately four months. At times, due to the nature of the work, there will be traffic slowdowns, but minimal traffic interruptions are anticipated. Residents are reminded to use caution and reduce speeds in all construction areas. During this project, there will be no access to the Adams’ Pond Trail from Archibald Drive and users are asked to use an alternate access point. |

Karwood Drive Crosswalk Installation - August 8, 2022 |
Construction of a new crosswalk on Karwood Drive is scheduled to begin on Monday, August 8. The project involves installation of a crosswalk, pedestrian island, signage, and rapid flashing beacons at the T’Railway entrances on Karwood Drive. It will take approximately four weeks and the work is planned to be completed by school opening. The work will occur daily from 7 a.m. to 6 p.m., Monday to Friday. Crews will work to minimize the impact on traffic; however, given the nature of this project, traffic interruptions and delays can be expected. Drivers are encouraged to use alternate routes if possible. The traffic lights at the intersection of Karwood Drive and Topsail Road will remain operational during the work. Temporary Lane Re-configurations for Topsail Road - August 4, 2022 |
To ensure the safety of workers and to address traffic flow during the current road work on Topsail Road, the following temporary lane re-configurations are being implemented. Effective 2 p.m. Thursday, August 3, on Topsail Road (from Sunvalley Drive through to Paradise Road intersection area) and Paradise Road, the following is in effect:

Road Closure for Section of Archibald Drive - July 26, 2022 |
A section Archibald Drive, between civic numbers 28-30, is impassable due to the road work in the area. Civic numbers 1-28 on Archibald Drive can be accessed from Paradise Road, while civic numbers 30-35 on Archibald Drive can be accessed via Starlight Drive. The road is expected to be fully accessible by end of day July 27. The Town apologizes for the inconvenience. |
Evergreen Village Upgrades Phase I to Begin - July 25, 2022 |
Phase I of Evergreen Village Upgrade Project is scheduled to begin the week of July 25, 2022. For the 2022 construction season, work will be completed on Ashgrove Drive, Willow Drive and a section of Evergreen Drive (between Ashgrove Drive and Willow Drive). The project involves water and sewer upgrades (installation of sanitary sewer, storm sewer, and watermain infrastructure) and road upgrades on the affected streets (road, curb and gutter replacement). Due to the nature of the work, residents can expect traffic delays and disruptions during the project. Traffic control measures will be on-site for the duration of the project. Residents are asked to use caution in the area and follow all posted signage. In addition, for the safety of all residents, there will be no access from Ashgrove Drive to the neighbourhood playground; it can be accessed from either Iris Place or Elizabeth Drive. The aging infrastructure in Evergreen Village is among the oldest in the municipality and the Town is committed to completing the much-needed upgrades. The overall upgrade project is expected to take several years to complete, with work being planned for 5 Phases. Road Repairs for Topsail Road - July 25, 2022 |
Road repairs are planned for sections of Topsail Road starting the week of July 25. The work areas include at the intersection of Paradise Road, near the intersection of Trail’s End Drive / Karwood Drive, near the roundabout and a section from St. Thomas Line and Sedgewick Street. The road repairs are expected to take approximately three weeks to complete, with work ongoing daily from 7:00 a.m. to 6:00 p.m., Monday to Friday. At times, due to the nature of the work, there will be traffic slowdowns, but crews will work to keep traffic flowing. During the work, in the morning, traffic flow will be maintained eastbound with minimal interruptions until 9:00 a.m. and in the evening, traffic flow westbound will be maintained with minimal interruptions beginning at 4:00 p.m. Work will also be on-going on the centre island of the Topsail Road – McNamara Drive roundabout for several days. Chicane Installation on T’Railway - July 25, 2022 |
Work will be on-going on the T’Railway, from McNamara Drive to Topsail Pond Road, to install chicanes and supporting signage. The work is scheduled to begin Monday, July 25 and will take approximately four weeks to complete. It will be ongoing Monday to Friday, 7:00 a.m. to 3:30 p.m. The installation of chicanes at intervals along the trail will help to reduce the speed of off-road vehicles used on the trail and will improve trail safety for all users. Elizabeth Park Refresh: Phase I - July 18, 2022 |
Phase I of the Elizabeth Park refresh is scheduled to begin Monday, July 18. This phase of work will be on the Central Trail between Stephanie Avenue to Canterbury Drive and involves installing a granular surface, and placing armour stone and gates along the trail. The project is expected to take four weeks to complete with work ongoing Monday to Friday, 7 a.m. to 3:30 p.m. The Central Trail will be open during the project, but users are asked to avoid the construction areas and to follow all posted signage. Elizabeth Park, one of the Town's oldest subdivisions, is home to the most concentrated area of residents. The Town recognized the need to update the recreational amenities and features for the neighbourhood and worked with consultants to lead a public engagement process and develop an Elizabeth Park Recreation and Open Space Refresh Plan. The plan will be completed in a phased approach, with Phase I scheduled for completion during the 2022 construction season. |

2022 Street Rehabilitation Program - June 22, 2022 |
The Town of Paradise advises that the 2022 Street Rehabilitation program begins tomorrow, Thursday, June 23. This year, road repairs are scheduled for Dawe’s Road, Round Pond Road, Summit Drive, Venton Place, Wynnford Drive, Clarke’s Hillview, Three Island Pond Road, Pollard Avenue, St. Thomas Line and Topsail Road. The work will be completed intermittently throughout the summer with crews on designated sites Monday to Friday from 7 a.m. to 6 p.m. Some weekend work may occur on Saturdays from 7 a.m. to 3 p.m. Minimal traffic disruptions are anticipated for the repairs on local roads. Construction of New Community Garden - June 3, 2022 |
Construction of the new Community Garden is scheduled to begin June 3 and take approximately one week to complete. It is located on Lanark Drive, next to the playground (in the vicinity of civic #370 Lanark Drive). The Community Garden will be a fenced in area consisting of 15 raised beds and four accessible beds. There will be waste bins, a composter, and seating within the area. The construction of the garden will involve heavy equipment in the area and for the safety of all users, the playground will be closed during that phase of work. 7:45 a.m.: The there is a water main break in the vicinity of 1354 Topsail Road (near the Outer Ring Road overpass) which is affecting the westbound lane and causing traffic slowdowns. Construction of New Trail at Copper Canyon Close - May 2, 2022 |
A new pedestrian trail is being constructed from Copper Canyon Close to St. Thomas Line to provide residents access between the roadways. The 70 m long trail will be the newest addition to the Town’s trail system. The project involves installing a granular walking surface, swing gates and armour stone at either end, and a retaining wall and fence constructed along the west boundary of the trail. Work on the trail is expected to begin the week of May 2 and is scheduled to be completed by the end of the month. The construction of the trail will involve heavy equipment in the area and for the safety of all residents, this area will be closed to the public during the work. UPDATE: Repairs are complete and St. Thomas Line is now open to traffic. ******* Effective immediately this evening (6:00 p.m.), Saturday, February 19, St. Thomas Line is closed between Topsail Road and Carlingford Street; all traffic is diverted through Carlingford Street. The road closure is needed to accommodate due to a force main break in the area. Pumper trucks will also be on site. Emergency repair work will begin at 6:00 a.m. on Sunday, February 20. At this time, there is no direct impact on homes in the area. The work is expected to be completed by 6:00 p.m. on Sunday and a further update will be provided. Installation of Roundabout Feature - December 6, 2021 |
Construction of the feature for the middle of the Topsail Road – McNamara Drive roundabout is scheduled to begin December 6. The feature is designed to be a tribute to a former landmark of the Town’s history, Octagon Castle, a restaurant, hotel, and gallery built on the shores of Octagon Pond in the late 1800s and was destroyed by fire in 1915. The project is expected to take a couple of weeks to complete and there are minimal traffic interruptions anticipated with work.
