Responsibilities

The Town of Paradise is inviting applications for the position of Planning Technician. Under the direction of the Manager of Development Services, this position is accountable for providing technical planning and development services in administering the regulatory and planning functions of the Department and for supplying expertise relative to the creation, interpretation and/or application of technical data, engineering drawings and mapping. This position is accountable for conducting research and analysis in relation to planning and development matters, and to provide guidance and leadership on such matters within the Department.

Qualifications

  • Graduation from an accredited institution with a Planning Technology Diploma or equivalent
  • Advanced training and experience in Geographic Information Systems (preferred experience in ArcGIS)
  • Five years’ experience working in a technical capacity in a municipal planning office or other land use planning environment.

Required Knowledge, Skills and Abilities

  • Knowledge of applicable municipal, provincial, and federal codes, regulations and laws applicable to planning and development administration. Specific documents of principal importance include the Town of Paradise Municipal Plan and Development Regulations, the Urban and Rural Planning Act and Regulations (NL), and the Municipalities Act (NL).
  • Knowledge of work practices and methods applicable to a municipal setting.
  • Proficient in project management.
  • Mapping and plan preparation skills.
  • Strong communication and customer service skills along with the ability to solve problems by creative and innovative thinking.

The salary for this position is based on an annual salary of $77,165.78 as per the Collective Agreement. If this position interests you, the deadline to apply is August 10, 2026.

Under the general direction of the Manager of Engineering, this position is primarily responsible for assisting in the administration of the Town’s projects. The Engineering Technician will be responsible for the inspection of Town infrastructure, assets, and Town operated facilities throughout the Town of Paradise to ensure adherence to all applicable codes and standards, including but not limited to the Town’s specifications and the Municipal Water, Sewer and Roads Specifications. 

Qualifications

  • Successful completion of a high school diploma, supplemented by the completion of a post-secondary diploma program in Civil Engineering Technology and five (5) years of related experience.
  • Must be or eligible to be a member of the Association of Engineering Technicians/Technologist of Newfoundland.
  • Knowledge of the Municipal Water, Sewer, and Roads Specifications and the National Building Code of Canada is required. Knowledge of the Public Procurement Act and Regulations, the Towns and Local Service Districts Act, the Town’s Engineering Guidelines and Development Regulations and Guidelines for the Design, Construction and Operation of Water and Sewerage Systems is an asset.
  • Demonstrated ability to deal with the public with tact and diplomacy.
  • Ability to communicate effectively, both orally and in writing.
  • Previous project management and/or construction experience is an asset.
  • High level of organizational and problem-solving skills is required.
  • A good working knowledge of AutoCAD and Microsoft Office is required.
  • Experience using Infowater Pro is an asset.
  • Experience with surveying and asset management is an asset.
  • Experience in the design, construction and maintenance of municipal infrastructure such as roads, water and sanitary sewer systems, stormwater management, including grading plans is an asset.
  • Previous experience in the design, rehabilitation and operation of facilities, including but not limited to buildings, pumping stations, treatment plants, and arenas would be considered an asset.
